Personal Background
Prof. Simbulan has been teaching full-time at the University of
the Philippines in Manila for the past 20 years(1981-2001). He is
currently Full Professor in Development Studies at the Department of Social
Sciences, College of Arts and Sciences, U.P. Manila. He teaches courses
in Development Planning, Development Economics, Economic Theory,
Development Theory, Philippine Economic History, Philippine Nationalism and
Mass Movements, Program Implementation and Program Management, Project
Development, Public Policy, Organizational and Management Theory and
Research Methods. He is married to Chit Estella, former Managing Editor of
the Manila Times and currently Editor in Chief of the political daily,
Pinoy Times.
Administrative and Leadership Experience
Prof. Simbulan has served as Officer-in-Charge of the College of
Arts and Sciences, University of the Philippines. He was Department
Chair, Department of Social Sciences, College of Arts and Sciences for two
terms or a total of six years. He has Chaired the CAS Research
Committee, CAS Committee on New Programs and Chaired the Board of Judges of
the UP Manila Editorial Exams for the past four consecutive years. He
was Convenor/Coordinator of the Manila Studies Program, the regional
studies program of the U.P. system for Metro Manila. Prof. Simbulan was
founding Executive Director of the UP Interdisciplinary Forum, a
system-wide association of scholars.
National Awards/Recognition
In 1995, Prof. Simbulan was chosen Bayaning Pilipino Awardee for
the National Capital Region by the ABS-CBN Broadcasting Corporation and
the Ateneo University's Ugat Foundation "in recognition of outstanding
service to fellow Filipinos, the community, the nation and humanity."
He also received the Award for Outstanding Leadership from the
Children's Museum and Library,Inc. in 1975. In 1998 he was Prize Winner of the National Centennial Writing Contest of the Department of Labor and
Employment(DOLE) with his essay"Manggagawang Pilipino: Ang Patuloy na
Pagrerebolusyon ng Sikmura"(The Filipino Worker: The continuing revolution
of the stomach). Simbulan was also mentioned in the list of "Pinoys Who
Made us Proud in 1998" by the Philippine Daily Inquirer Magazine of
Dec. 17,1998.
He is Lifetime Member of the PI GAMMA MU International Honor Society
for Excellence in the Social Sciences. Recently, he was honored with
the UP Manila's Most Outstanding Extension Service Award for 1999. He
was Benedicto Professorial Chair Holder, 1994-95.
Books Published/Published Works
Prof. Simbulan has authored the following books: The Bases of Our
Insecurity(1983,1985, 1987); A Guide to Nuclear Philippines(1989); and
The Continuing Struggle for an Independent Philippine Foreign
Policy(1991). He has written a widely-circulated pamphlet on the "The Hidden
History of the CIA in the Philippines." His articles on security issues
and globalization have been published as chapters in the book by
Sakamoto, Yoshikazu, ed., Militarization of the Asia Pacific and Journal of
Contemporary Asia, among others. He was former editor in chief of the
Philippine Development Forum which he edited from 1985-1992. His recent
articles on Philippine-US relations and the US-Japan Security Alliance
have been published in Public Policy Journal, Diliman Review,Journal of
Contemporary Asia, AMPO Asia Pacific Quarterly and Manila Studies
Occasional Papers,among others. He is currently finishing a book on the
Visiting Forces Agreement and the Continued Toxic Poisoning of the
Philippines, as well as a Political Biography of Philippine labor leader and CPP founder Crisanto Evangelista .
NGO Commitments/Extension Service
Since 1990, Prof. Simbulan has served as the National Chairperson
of the Nuclear-Free Philippines Coalition(NFPC), a national coalition
of 128 organizations, which successfully led the people's opposition to
the Bataan Nuclear Power Plant and the expulsion of the US military
bases from the Philippines.
As an NGO advocate, Prof. Simbulan Chaired between 1988-1998 the
Board of Directors of a progressive "think tank", Ibon Databank and
Research Center(now Ibon Foundation), and also Chairs the Board of
Director s of SOLJUSPAX, an NGO involved in propagating solar energy. As
Research Fellow of the Institute of Political Economy, he helps undertake
people-oriented researches and support activities for policy formulation
and development of alternatives for socio-economic issues, especially
in sharpening the tools of analysis for sectoral groups like trade
unions, peasant federations, indigenous people's movements, etc. He sits on
the Board of Trustees of the People's Task Force on Bases Clean-Up and
the Ecumenical Institute for Labor Education and Research. From 1982
-1985, he was founding National Executive Board member of the Alliance
of Concerned Teachers(ACT).
Commitment to University Constituents
From 1983-1985, as General Secretary of the United Teachers and
Employees of U.P. or UNITE-U.P., an alliance of 8 major organizations of
faculty, academic non-teaching and non-academic personnel of the U.P.
system, he led concerted actions and won three times across-the-board
increases and benefits for U.P. faculty and personnel. UNITE-U.P. is
the predecessor of the All U.P. Workers' Union. In 1988, Simbulan was
elected member-at-large to the Executive Committee of U.P. Manila's
University Council and served as Chairperson of the Editorial Board of the
Information, Publication and Public Affairs Office(IPPAO) of U.P. Manila
from 1990-1993. Simbulan is also currently the faculty adviser of the
U.P, Manila Chorale(1995-present).
National and International Impact
Prof. Simbulan has been regularly invited as expert resource
person before the Senate and House of Representatives of the Philippine
Congress during public hearings by the committees on Foreign Relations,
National Defense and Security, Economic Affairs, Health and Environmental
Committees for his opinions on the impact of globalization agreements
on the Philippines. In an advisory capacity, he helped design strategies
and tactics for the historic Senate rejection of the bases treaty in
1991 and helped design the post-bases alternative development and bases
conversion program of the Philippine government.
From 1991-95, he was anchorperson and commentator of the weekly
radio program RADYO KASARINLAN. Simbulan has guested as resource person
in popular talk shows such as DONG PUNO LIVE, Pulso, Public Forum,
CNN-International Reports, Sarimanok News Network(SNN), among others. In
April-May 1996, he was Visiting Research Fellow of the Asia Pacific
Center and the Institute for Policy Studies in Washington,D.C. As keynote
or commencement speaker, guest of honor and resource sperson, Prof.
Simbulan has given lectures to civic organizations, universities, NGOs and
trade unions, Rotary Clubs in more than 69 of the 77 Philippine
provinces. He has also been invited to lecture in universities, academic
communities and conferences in the United States, Japan, New Zealand,
Australia, Hongkong, South Korea, Vietnam, Austria, U.K., Switzerland,
Germany, Thailand, Canada, Libya, Netherlands, and Singapore. According to
former Associate Justice of the Supreme Court Abraham Sarmiento,
"Simbulan is a technically-excellent educator, author and staunch nationalist
whose works have been well-cited and have influenced the thinking of
many government officials, policy-makers, students and
